Paraguay’s state power company Ande is advancing a US$259 million package to upgrade transmission infrastructure across the country.
The plan includes constructing multiple substations—Zárate Isla, Autódromo, Barcequillo, Mbaracayú, Ype Jhu, Nueva Esperanza, and Villa Franca—expanding the Ayolas substation, and adding an 80km transmission line from Buey Rodeo to Villa Franca.
These projects will be offered under an operational leasing model where contractors receive fixed periodic payments and Ande retains the option to buy the project’s residual value or extend the contract.
Early tenders in the package include the Carmelo Peralta substation and the expansion of Villa Hayes, with recent bids specifically for an additional transformer bank at Villa Hayes.
Bidders for the transformer bank include Consorcio Chaco 500 and Consorcio RCC.
Chaco 500 proposed a total service price of 265 billion guaraníes (about US$33 million), with periodic payments of 3 billion guaraníes and a residual value of 26.5 billion guaraníes.
