Este tema ser\u00e1 debatido em uma reuni\u00e3o crucial que come\u00e7a nesta segunda-feira.<\/p>\n\n\n\n<p>O objetivo do imposto, defendido por pa\u00edses como Reino Unido, Jap\u00e3o e membros da Uni\u00e3o Europeia, \u00e9 arrecadar bilh\u00f5es de d\u00f3lares por ano para financiar a\u00e7\u00f5es contra a crise clim\u00e1tica, especialmente em na\u00e7\u00f5es mais vulner\u00e1veis. No entanto, o Brasil e seus aliados argumentam que a medida poderia prejudicar exporta\u00e7\u00f5es de pa\u00edses em desenvolvimento, encarecer alimentos e ampliar desigualdades econ\u00f4micas.<\/p>\n\n\n\n<p>Os pa\u00edses contr\u00e1rios afirmam que um imposto sobre o transporte mar\u00edtimo n\u00e3o garantiria uma transi\u00e7\u00e3o justa e equitativa para um setor de baixas emiss\u00f5es de carbono. No documento enviado \u00e0 IMO em 31 de janeiro, eles alertaram que &#8220;a ado\u00e7\u00e3o da taxa pode gerar impactos econ\u00f4micos negativos em larga escala&#8221;.<\/p>\n\n\n\n<p>Apesar da resist\u00eancia, especialistas acreditam que a taxa pode ser aprovada, pois ao menos 46 pa\u00edses, representando cerca de dois ter\u00e7os da frota mar\u00edtima global, apoiam a medida. Al\u00e9m disso, concess\u00f5es sobre como os recursos ser\u00e3o utilizados e o valor do imposto podem atrair mais apoio.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Brasil na COP30 e a posi\u00e7\u00e3o internacional<\/h2>\n\n\n\n<p>O <a href=\"https:\/\/latamreports.com\/br\/brasileiros-nos-eua-adotam-estrategias-para-evitar-agentes-da-imigracao\/\">Brasil <\/a>sediar\u00e1 a COP30 em novembro, em Bel\u00e9m, e tem intensificado sua diplomacia clim\u00e1tica nos \u00faltimos meses. No in\u00edcio do ano, o pa\u00eds indicou Andr\u00e9 Corr\u00eaa do Lago como presidente-designado da confer\u00eancia e tem defendido uma taxa\u00e7\u00e3o global sobre bilion\u00e1rios para financiar a\u00e7\u00f5es clim\u00e1ticas e de desenvolvimento sustent\u00e1vel.<\/p>\n\n\n\n<p>No entanto, ao se posicionar contra a taxa\u00e7\u00e3o do transporte mar\u00edtimo, o Brasil pode enfrentar cr\u00edticas, especialmente de pa\u00edses mais afetados pelas mudan\u00e7as clim\u00e1ticas. Muitos argumentam que n\u00e3o faz sentido se colocar como defensor do mundo em desenvolvimento enquanto rejeita medidas apoiadas por na\u00e7\u00f5es mais vulner\u00e1veis.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Impacto econ\u00f4mico e desafios pol\u00edticos<\/h3>\n\n\n\n<p>De acordo com estimativas citadas no documento apresentado \u00e0 IMO, o impacto da taxa no PIB global seria relativamente pequeno, variando entre 0,03% e 0,07%. Mesmo assim, o <a href=\"https:\/\/latamreports.com\/br\/morre-caca-diegues-diretor-de-bye-bye-brasil-e-um-dos-grandes-nomes-do-cinema-novo\/\">Brasil<\/a>, altamente dependente de exporta\u00e7\u00f5es de commodities, teme que a taxa\u00e7\u00e3o afete sua competitividade.<\/p>\n\n\n\n<p>Para complicar o cen\u00e1rio, o governo de Donald Trump, nos Estados Unidos, ainda n\u00e3o adotou uma posi\u00e7\u00e3o oficial sobre o tema. No entanto, suas amea\u00e7as de tarifas comerciais globais j\u00e1 geram incertezas, e alguns diplomatas acreditam que os EUA podem optar por n\u00e3o se envolver nas negocia\u00e7\u00f5es.<\/p>\n\n\n\n<p>A IMO tradicionalmente busca consenso entre seus 176 pa\u00edses-membros, mas algumas decis\u00f5es foram impostas no passado, mesmo com oposi\u00e7\u00e3o. A reuni\u00e3o desta semana, em Londres, se estender\u00e1 at\u00e9 sexta-feira e ser\u00e1 seguida por outra rodada de discuss\u00f5es em mar\u00e7o, antes da decis\u00e3o final prevista para abril.<\/p>\n\n\n\n<p>Al\u00e9m da taxa de carbono, as negocia\u00e7\u00f5es incluir\u00e3o medidas para reduzir a intensidade de emiss\u00f5es no setor mar\u00edtimo, padr\u00f5es de combust\u00edvel e efici\u00eancia energ\u00e9tica. O transporte mar\u00edtimo responde por cerca de 3% das emiss\u00f5es globais de gases do efeito estufa, e especialistas acreditam que cortes na velocidade dos navios poderiam reduzir drasticamente a polui\u00e7\u00e3o no curto prazo.<\/p>\n\n\n\n<p>Embora a proposta do imposto ainda enfrente resist\u00eancia, defensores argumentam que mecanismos financeiros como este s\u00e3o essenciais para garantir fontes est\u00e1veis de financiamento para combater a crise clim\u00e1tica.
